As you may be aware, Path of Exile's Ruthless mode features no movement skills. In 3.21, we are giving it a single movement skill: Quickstep. It has a longer cooldown than other movement skills, cannot travel through monsters or terrain but its cooldown is greatly reduced near unique monsters.
